Budget Day 2026: measures for those with low incomes
On Budget Day, the cabinet presented a host of proposals the for 2027. Including various measures for people with a low income or receiving benefits. For example, the maximum health care allowance will increase, the childcare allowance will be further increased and some planned social security measures could be postponed. Increase on Health care allowance
The health insurance premium is expected to increase by an average of €12.50 per month in 2027. This brings the average premium to about € 169 per month. To compensate for the higher health care premium for households with a lower income, the maximum health care allowance for single persons is expected to increase to € 140 per month. But please be aware the mandatory deductible will increase from € 385 to € 400 per year.
Childcare allowance to increase
The childcare allowance is also likely to be increased further in 2027. The government is allocating an additional €322 million in the budget for this purpose. The increase is lower than previously planned in the coalition agreement.
Child budget reduced more quickly
Do you have children and are you receiving child care allowance? You need to be aware that for higher income households the reduction to child care allowance will follow an updated time frame. For households that fall within the income group up to € 57,950 (aggregate income), the planned changes mean that child care allowance will be reduced less quickly than previously proposed. Benefits unchanged
There are also various changes for people receiving benefits. An important planned cut will not take place: the cabinet will abandon the previously planned reduction of the maximum daily wage. The daily maximun wage partly determines the maximum for certain benefits.
The proposed reduction of the maximum duration of unemployment benefits from 24 to 12 months will also be postponed by one year, until January 1st 2029. In addition, the discontinuation of the allowance for disabled people will be postponed until January 1st 2029. (State Finances)
Extra help with high energy costs
For households with a low income and a high energy bill, there will be a renewed Energy Emergency Fund according to the Budget Day plans. €193 million will be made available. The government expects that about 500,000 households will be able to make use of this initiative. Those who meet the conditions and apply can receive support with their energy bill.
Purchasing power of those with a low income slightly higher
According to the latest estimate, a low-income household will gain an average of 0.2% in purchasing power in 2027. The government also expects the share of people living in poverty to remain at 2.6% in 2027. The proportion of children in poverty should fall from 2.4% in 2026 to 2.3% in 2027. For all households combined, it is expected that there will be an average decrease in purchasing power of 0.1%. Higher incomes in particular are negatively affected by this.
Equality of opportunity
The Jetten cabinet has stated that, extra attention will be paid to equality of opportunity. For example, money is set to be allocated to support vulnerable families, neighborhood-oriented approaches, free school fruit and sports facilities.
